Iuliu Hațieganu Cluj-Napoca
Romania's highest-ranked medical university by QS subject (#351–400 Medicine, QS 2025) and oldest medical institution in Transylvania (Faculty of Medicine est. 1919). Named after Professor Iuliu Hațieganu, the faculty's founding dean. 350+ GMC graduates — one of the highest counts among Romanian universities. No written entrance exam — file-based evaluation only. However: only 30 non-EU seats for Medicine (extremely competitive), and €10,000/year is the highest Romanian public tuition. New Novara, Italy branch campus launched 2025. The quality-to-cost debate is central to this evaluation.

Is this university right for you?
Best suited for
Students with exceptional academic records who can write a compelling application file; students targeting UK/US competitive residency (QS ranking + 350 GMC grads matters); Francophone students; Indian students (NMC); students who value prestige and ranking; transfer students from other programmes
Not recommended if
You're a non-EU student without a near-perfect academic record (30 seats); you need the cheapest option (choose Oradea); you need a guaranteed dormitory; you want a straightforward uncomplicated admission process
Overall assessment
(UMF Cluj is the jewel of Romanian medical education — top QS ranking, 350+ GMC graduates, AMSE accreditation, 106-year history, and Romania's best student city. The 30 non-EU seats and €10,000/year tuition mean it's simultaneously the best and hardest to access. For non-EU students who make it in, this is arguably the strongest Romanian MD available. The Novara Italy branch is a fascinating new development. A deserved 4-star score.)
Considerations
- €10,000/year — most expensive Romanian public university
- only 30 non-EU seats for Medicine (severely restricting non-EU access)
- competition described as "extremely fierce" (MedLink)
- no dormitory priority for international students
